一、《湖南统计年鉴-2020》系统收录了全省及各市、州、县2019年经济和社会发展方面的大量统计数据,以及重要历史年份的全省主要统计数据,是一部全面反映湖南省经济和社会发展情况的资料性年刊。 二、全书分为首卷和统计资料。首卷为特载《2020年湖南省政府工作报告》和《2019年湖南省国民经济和社会发展统计公报》。统计资料分为22个章节,即:1.综合;2.国民经济核算;3.人口;4.就业人员和工资;5.价格;6.人民生活;7.固定资产投资;8.对外经济、旅游和开发区;9.能源;10.财政、金融和保险;11.城市建设和环境保护;12.农业;13.工业;14.建筑业;15.交通运输、邮电和其他服务业;16.批发和零售业、住宿和餐饮业;17.教育和科技;18.文化、体育和卫生;19.党群、政法和社会服务;20.区域经济;21.各市、州主要经济和社会统计指标;22.各县(市、区)主要经济和社会统计指标。为方便读者使用,各篇章篇末附有《主要统计指标解释》。 三、与《湖南统计年鉴-2019》相比较,本年鉴在内容和篇章结构上主要做了如下修订和补充:依据第四次全国经济普查全面调查资料,对“国民经济核算”2003年以来的相关数据进行了修订;删除了住宅销售价格指数表、环境综合统计基本状况表、农林牧渔业增加值表、林产品产量表、商品交易市场经营情况表、规模以上工业企业R&D人员情况表、大中型工业企业办科技机构情况表;删除了分市州的计划生育指标表、规模以上工业企业按支出用途分R&D经费内部支出情况表、大中型工业企业按支出用途分R&D经费内部支出情况表;删除了分县市区的计划生育指标表、分行业法人单位表;根据现行统计调查制度修订和部门报表调整情况,对有关指标和表式进行了增减和调整,对有关统计资料进行了不同程度的充实。 四、本年鉴中2019年国民经济核算数据为快报数据。因国土详查原因,2019年耕地面积暂缺。 五、价值指标均按当年价格计算,指数均按可比价格计算。如有变化,表后附有说明。本年鉴数据均为电脑合成,由于单位取舍按四舍五入处理产生的计算误差,均未作机械调整。 六、本年鉴按照《中国统计年鉴》大体框架和规范要求编辑。统一使用《中国统计年鉴》指标解释,统一采用国际度量衡标准计量单位,统一使用《中国统计年鉴》规范符号。 七、本年鉴中特载《2020年湖南省政府工作报告》《2019年湖南省国民经济和社会发展统计公报》使用的数据为快报数或初步统计数。 八、本年鉴表中的符号使用说明:“#”表示其中的主要项;“空格”表示指标数据不详、无该项统计数据或数据不足最小计量单位。 九、本年鉴编辑中如有不足之处,恳请广大读者批评指正。 Ⅰ.Hunan Statistical Yearbook-2020 is an annual statistical publication,which reflects comprehensively the economic and social development of Hunan.It covers data for 2019 and key statistical data in some historically important years at provincial level and local levels of cities,prefecture and counties. Ⅱ.Hunan Statistical Yearbook-2020 includes a special issue and statistical figures.The special issue are Government Work Report and Statistical Communique of Hunan Province on the 2019 National Economic and Social Development.The statistical data contain the following 22 parts:1.General Survey;2.National Accounts;3.Population;4.Employment and Wages;5.Price;6.People's life;7.Investment in Fixed Assets;8.Foreign Economy and Tourism;9.Energy;10.Finance,Banking and Insurance;11.Construction of Cities and Environmental Protection;12.Agriculture;13.Industry;14.Construction;15.Transportation,Post,Telecommunication and Other Services;16.Wholesale and Retail Trades,Hotels,Catering Services;17.Education,Science and Technology;18.Culture,Sports and Public Health;19.Party and Mass,Politics and Law,Social Service;20.Regional Economy;21.Main Economic and Social Statistics Indicators of Cities and Prefecture;22.Main Economic and Social Statistics Indicators of Counties and Cities(districts).To facilitate readers,at the end of each chapter,Explanatory Notes on Main Statistical Indicators are included. Ⅲ.Compared with Hunan Statistical Yearbook-2019,this yearbook mainly makes the following revision and supplement in content and chapter structure:based on the comprehensive survey data of the fourth National Economic Census,the relevant data of "national economic accounting" since 2003 has been revised;The sales price index table of housing,the basic situation table of comprehensive statistics of environment,the added value table of agriculture,forestry,animal husbandry and fishery,the output table of forest products,the operation situation table of commodity trading market,the R&D personnel situation table of industrial enterprises above a certain scale,and the situation table of scientific and technological institutions of large and medium-sized industrial enterprises were deleted.The table of family planning indicators of cities and states,the table of internal expenditures of R&D funds for industrial enterprises above a certain size according to their purposes of expenditure,and the table of internal expenditures of R&D funds for large and medium-sized industrial enterprises according to their purposes of expenditure are deleted.The tables of family planning indicators and legal entities in different industries in different counties and districts were deleted;According to the revision of the current statistical investigation system and the adjustment of departmental financial statements,the relevant indicators and tables have been increased,decreased and adjusted,and the relevant statistical data have been enriched to varying degrees. Ⅳ.The 2019 national Accounts data in this yearbook are express data.Due to detailed investigation of the territory,the arable land area is temporarily short in 2019. Ⅴ.All of the value indicators are calculated by the same year's prices.All of the indices are calculated by the constant price.Explanatory notes are provided behind the list in which if there are changes.Data of the book are composed by computers. Ⅵ.The book is edited according to the frame and standard of China Statistical Yearbook.The indicator explanatory notes are edited according to China Statistical Yearbook,and the units of measurement are internationally standard measurement units.The notations are standard notations of China Statistical Yearbook. Ⅶ.Figures in Government Work Report and the communique are preliminary statistics. Ⅷ.Notations used in the yearbook:“#” indicates the major items of the total;"(blank)"indicates that data are not available or the figure is not large enough to be measured with the smallest unit in the table. Ⅸ.Based on our limited level,perhaps there are some mistakes in the book,we welcome all candid comments and criticism from our readers.
