一、《海南统计年鉴》是一部以统计特有的语言全面、系统、量化地记录海南省经济和社会发展状况的大型资料性年刊。《海南统计年鉴2008》年刊辑录了海南省辖区内18个市、县、自治县和海南省农垦总局、洋浦经济开发区2007年度经济社会发展各项统计数据及全省主要历史年份主要统计数据。 二、本年刊共分综合、经济核算、人口和就业、固定资产和房地产开发投资、能源和环境、财政、物价、居民生活、农业和农村经济、工业、建筑业、交通运输和邮电通信业、批发零售贸易和住宿餐饮业、旅游业、对外经济贸易、金融和保险业、企业集团和景气、教育、文化和科技卫生和体育、社会福利和保障等20个部分。每部分篇末附有主要统计指标解释条目，对主要统计指标的含义、统计范围、统计方法及历史数据的变动情况作了简要说明。 三、按照海南省现行生产管理和行政管理体制，各市、县、自治县辖区内的国有农垦农场经济社会活动由海南省农垦总局直接管理和单独统计。本年刊所辑录之统计数据，除人口、对外经济贸易、旅游业、交通运输和邮电通信业、财政、金融和保险业、教育和文化、卫生和体育、科技等包含农垦数据或表中特别列示农垦数据外，其余部分的市、县、自治县经济社会指标均不计入农垦统计数据。农垦农场数据在“农垦”中单独列示。洋浦经济开发区直属海南省政府直接管辖，其统计数据单独列出。目前，海南省所辖西、南、中沙群岛经济活动较少，统计资料来源不易取得，本年刊除人口和就业包含西、南、中沙群岛数据外，其余部分均不计入。 四、本年刊使用的度量单位为国际统一标准计量单位。 五、本年刊指标口径和范围，基本上以国家现行统计报表制度为准，数据大部分来源于政府统计机构年度统计报表和抽样调查数据，少部分来源于政府或行业主管部门的年度统计报表。 六、本年刊“第九篇：农业和农村经济”依据第二次农业普查结果对《海南统计年鉴-2007》版所刊发之2006年空缺数据给予相应的补列或调整。 七、本年刊部分指标合计数或相对数，由于四舍五人关系或核算单位不同，分项数字之和可能会与之有所出入。 八、本年刊使用的符号说明：“…”表示数据不足该表最小单位；“空格”表示该项指标数据不详或无数据；“#”表示其中部分项目。 Ⅰ.Hainan Statistical Yearbook 2008 is an annual statistics publication which comprehensively and systematically covers the social and economic development of whole Hainan Province. The yearbook has collected the social and economic development statistical data in year 2007 for 18 cities/counties Hainan General Bureau of Land Reclamation (GBLR), Yangpu Economic Development Zone as well as major statistical data of whole province in importantly historical years. Ⅱ．The book contains the following twenty parts, l.General Survey;2.Economic Accounts; 3.Population and Employment; 4.Investment in Fixed Assets and Real Estate Development; 5.Energy an Environment; 6. Finance; 7.Price Indices; 8.People's Livelihood; 9.Agriculture and Rural Economy; 10.lndustry; 11. Construction; 12.Transpotion,Postal and Telecommunications, 13.Wholesale and Retail Trade, Hotel and Catering Services; 14.Tourism; 15.Foreign Trade and Economic Cooperation; 16.Finance and Insurance; 17. Enterprise Groups and Business Climate Index; 18.Education,Culture,Science and Technology; 19.Pubic Health and Sport; 20.Social Welfare and Security. Explanatory Notes on Main Statistical Indicators are provided at the end of each part to briefly describe the content of main statistical indicators, and the scope, and statistical methods and historical changes are concerned. Ⅲ．According to the existing production management and administrative management system in Hainan province, the state owned land reclamation farms in the cities and counties are directly administrated by Hainan General Bureau of Land Reclamation. The data related with all cities and counties don't cover the data related with land reclamation sector except for the data in respect of population, foreign economy, tourism, transport, post and communication, finance and banking, culture, education, public health, science and technology as well as the data specially marked with data for land reclamation sector. The data related with land reclamation farms are separately listed in item "Land Reclamation". Statistical data related with Yangpu Economic Development Zone are separately listed since it is under direct administration of provincial government. Considering that economic activities are few in Xisha Islands, Nansha Islands and Zhongsha Islands and that it is difficult to obtain statistical data source, other data will are not covered except for population, labor force and wage for Xisha Islands, Nansha Islands and Zhongsha Islands Ⅳ.The units of measurement used in this book are internationally standard measurement units. Ⅴ．Path and scope of the data in this yearbook are basically based on the current national statistic system, the major data sources of this publication are obtained from annual statistical reports and sample surveys, and some from annual statistical reports of various departments responsible for the work. Ⅵ．Because the results of the second census for Hainan agriculture have not been summarized, part data for year 2006 in Chapter 9 of the yearbook (Agriculture and Rural Economy) is absent for the time being. This part of data will be published in Hainan Statistical Yearbook for Year 2008 in supplementary form. Ⅶ.Due to rounding or different accounting unit, the amount of separate number may not correspond with the aggregative or relative ones in this yearbook. Ⅷ.Notations used in the yearbook:"…" indicates that the figure is not large enough to be measured with the smallest unit in the table, "blank space" indicates the data are unknown or are not available, "#"indicates a part of the total.
